What's an administrator?
An administrator maintains the accounts for users and drivers associated with the carrier.
What's a user account?
Select the user account if you're not an administrator and not a driver. Some examples would be dispatchers, maintenance personnel, or other support personnel that need access to carrier data.

Drivers generate driving records.
